Help!! Is there anything I can do because my manager is charging me more rent?

My manager gave me a notice in October '09. It stated that the rent would be for a 1 yr lease $1349 for a 6-11 month lease $1399 and a mth to mth lease $1449. I continued to pay $1500 all the way up until June 2010. I had asked her istant if I could have the carpets changed because I have been here 9yrs. She stated "we don't do that while the units are occupied you can move into another unit the prices are great only $1289 a month. That was in May. Now the rent is going up, 1 1/2 yrs $1520, 1 yr $1540 and mth to mth $1600. I called anonymously to ask if there were any 3 bedrooms available the receptionist said that there will be one vacant in July and the rent would be only $1349 for an updated apartment (new bathroom tub, fixtures sink, carpets, paint linoleum etc...) how is this fair or right.My apartment is still not updated! Do I have any rights or is she free to do whatever she wants???????
